It's more of a public decency kind of thing. While it may be true that it's natural and near everyone does it. Not everyone (a majority of people actually) wants to see it in a public display. And some people should be allowed to see it on said display, for example children. People don't do it in public bc they think "people shouldn't care". As someone whose done it in public themselves, that being me, I can say that the reason why I do it is for the thrill and risk.
