I personally could find several things that could be grounds to shut this down and the people performing the actions, the "Loss prevention officers" in these videos would be labeled as sex offenders. Along with that, they aren't allowed to bring people back to the store for stealing if the people managed to get within 500 away from the store. The girls in this video might have committed a crime, but shoplifting is a crime that is punished with a fine and a little jail time (jail is not state prison).
