Oh God that's a Dogos Argentinos! The other dog is lucky to survive Dogos were breed to hunt and kill bears. If you own powerful dog you need to train them a release command just in case. Blame the owner not the Dog. or the other dog since the owner has control of one and we don't know how this started.
