Self defense... You can use the same amount of force as the aggressor, plus a little more.
Example: If a guy pulls his fists back, as if trying to punch me, I can punch him first.
Example2: If the person acting threatening reaches for what I believe is a Firearm I can shoot first.

Indeed, if someone pulls a gun or hell, a "something inside his pocket that might be a gun despite it looking like his finger" at you, chances are you won't take chances and either comply or try to beat the guy senseless to save or life.
Or shoot him, in case you have a real deal.

It might just be me, but.... doesn't "execute" mean KILL? If the cop KILLED the would-be robber, then how could he have been moving around like that. He was simply shot in the shoulder
